Quality Assurance Report (QAR) is a system designed to recognize the unique aspects of quality in early learning and education programs throughout the State of Missouri. Participation in QAR is voluntary and provides community-based early learning programs, school-based preschool programs, and family child care with a universal point of entry to grow the quality of their program. Programs are given choice in how quality practices are demonstrated and families are provided with consumer education about the quality of early learning programs.

QAR’s child-centered framework is a clear vision for what each child in Missouri should experience in early care and education programs, regardless of age or setting, with a focus on: quality interactions, program structure, staff/professional standards, inclusive practices, and family engagement. It’s a journey of continuous improvement that is data-driven and leads to better outcomes for children. High quality early care and education programs prepare children to be life-long learners.
